Can I open a bank account in Vietnam on a tourist visa?

Yes. BIDV will open an account on a tourist visa, and so will Timo, which runs on BVBank. Most other banks will turn you away, which is why people assume it cannot be done.

How much does a motorbike cost to rent in Da Nang?

About 1,000,000 to 2,000,000 VND a month, depending on the bike. The bigger cost is not the rental. Most foreigners riding here are not legally licensed to, and that is what an accident turns into.
